Job Description
The Traffic Safety Site Engineer is responsible for planning, implementing, monitoring, and maintaining all traffic management and traffic safety measures associated with the construction and operation preparation phases of a major rail project. The role ensures the safe movement of construction personnel, the public, project vehicles, and road users in and around work zones while maintaining compliance with local regulations, project requirements, international standards, and best safety practices.
The Traffic Safety Site Engineer works closely with construction teams and construction managers, railway systems contractors, local authorities, traffic police, safety departments, and stakeholders to minimize traffic disruptions and ensure a safe working environment throughout the project lifecycle. key roles and responsibilities include.

• Develop, review, and implement Construction Traffic Management Plans (CTMPs).

• Review and approve detailed traffic diversion schemes, detour plans, and temporary traffic control layouts produced by the Contractor.

• Assist in the coordination of road closures, lane reductions, and traffic switchovers with relevant authorities.

• Ensure traffic management measures support safe construction activities while minimizing public inconvenience.

• Review traffic impact assessments for construction activities affecting existing road networks.

• Has full responsibility for interpreting, organizing, executing, and coordinating technical assignments.

• Generally requires multi-disciplinary knowledge of rail and traffic engineering.

• Responsible for acting independently on technical matters pertaining to the field. Works under minimal supervision.

• Carry out traffic-related risk assessments and Job Hazard Analyses (JHA).

• Identify hazards associated with construction activities near live traffic and rail corridors.

• Implement mitigation measures to reduce risks to workers, road users, and the public.

• Ensure compliance with Local traffic regulations, Railway safety requirements, Project HSE standards, International traffic safety practices

• Support incident investigations and corrective action implementation where required.
Key Qualifications and Experience:

• Minimum 10 years of relevant experience in traffic engineering, road safety, or construction traffic management.

• Experience on major infrastructure projects such as: rail Metro projects Highways Airports Large transportation developments

• Experience working in active traffic environments and complex urban settings.

• Previous GCC or international rail project experience preferred.

• Proven experience in managing health, safety, and environmental aspects of large construction projects, preferably in the rail sector.
Key Knowledge and Skills:

• In-depth knowledge of traffic safety regulations and industry best practices.

• Strong analytical and problem-solving skills with the ability to conduct risk assessments effectively.

• Excellent communication and interpersonal skills to promote a positive safety culture.

• Ability to work collaboratively with diverse teams and influence stakeholders at all levels.

• Attention to detail and the ability to maintain accurate records and reports.

Qualifications
• Bachelor's degree in Civil Engineering, Transportation/Traffic Engineering, or a related discipline (Master's degree a plus, especially for senior-level candidates)

• Professional engineering registration/chartered status is often preferred (e.g., PE, CEng, or equivalent recognized by UAE authorities)
