Job Summary
We are seeking a motivated Planning Engineer to support project cost, schedule, performance, and financial control activities. The role will work closely with project teams to monitor budgets, commitments, expenditures, progress, forecasts, and cost and schedule performance. The ideal candidate will have a strong understanding of project controls fundamentals, financial concepts, cost management, earned value management, scheduling, change management, and project reporting.
Key Responsibilities

• Support project financial systems, processes, procedures, and reporting requirements.

• Apply financial terminology, measurements, financial data analysis concepts, and principles to project assignments.

• Identify project activities, changes, and actions that may have financial or cost impacts.

• Develop and maintain the Work Breakdown Structure (WBS) for small projects.

• Assist in establishing project baseline data using engineering drawings, specifications, scope documents, and other project information.

• Monitor project costs and schedules and perform basic cost and schedule variance analysis.

• Support the development and maintenance of project cost and schedule baselines.

• Apply basic accounting principles to project cost and financial activities.

• Collect and analyze project data for trending, forecasting, and performance analysis.

• Participate in the collection, validation, and review of project progress and performance data.

• Support the application of Earned Value Management (EVM), scope control, and change management methodologies.

• Analyze manpower requirements, labor hours, and labor costs against approved project budgets.

• Track actual project costs against approved funding and budget limitations.

• Monitor purchase orders, commitments, subcontract costs, and project expenditures.

• Support the tracking and analysis of project revenue, costs, commitments, and forecasts.

• Assist with project scheduling activities and maintain an understanding of schedule performance and critical project milestones.

• Support the integration of project cost and schedule information for performance management.

• Assist in identifying and assessing the financial impact of scope changes and project changes.

• Prepare and support regular project cost, schedule, and performance reports.

• Participate in project cost review meetings and provide relevant project cost and performance information.

• Maintain accurate project control data and ensure information is available for management decision-making.

Qualifications
• Bachelor's degree in engineering, finance, accounting, business administration, construction management, project management, or a related discipline.

• Relevant professional certifications in project controls, cost management, scheduling, or earned value management are an advantage.

• 7-10 years of relevant experience in project controls, cost control, project planning, project finance, cost engineering, or a related field.

• Understanding of project controls and cost management principles.

• Knowledge of budgeting, forecasting, cost tracking, and variance analysis.

• Basic understanding of Earned Value Management (EVM).

• Knowledge of WBS, cost and schedule baselines, and progress measurement.

• Understanding of project scope control and change management.

• Ability to analyze manpower, labor hours, and labor costs.

• Understanding of purchase orders, subcontract commitments, and project expenditures.

• Basic knowledge of accounting and financial principles.

• Strong analytical and problem-solving skills.

• Good communication and reporting skills.

• Proficiency in Microsoft Excel and other project reporting tools.

• Familiarity with project scheduling and cost-control software such as Primavera P6, MS Project, SAP, Oracle, or similar systems is an advantage.
